Remembering the Great and Holy War, 1914-1918

The Great and Holy War

One hundred years ago today marked the onset of what was then known only as “The Great War.”  As Philip Jenkins’ new book The Great and Holy War shows, however, perhaps we ought still to dignify it with that awful title.  Although WWII looms vastly larger in our cultural consciousness, this is due partly to its greater proximity in time, and to the much greater role that America played in the hostilities.  Yet most people would be surprised to learn that the bloodiest battle in US military history remains the Battle of Meuse-Argonne, which took place over the final 47 days of WWI, in which 26,277 perished.  And the toll suffered by US troops is immeasurably dwarfed by that of the European nations.  Jenkins puts things in perspective for us:

“The full horror of the war was obvious in its opening weeks. . . . On one single day, August 22, the French lost twenty-seven thousand men killed in battles in the Ardennes and at Charleroi, in what became known as the Battle of the Frontiers. . . . To put these casualty figures in context, the French suffered more fatalities on that one sultry day than U.S. forces lost in the two 1945 battles of Iwo Jima and Okinawa combined, although these later engagements were spread over a period of four months.  One single August day cost half as many lives as the United States lost in the whole Vietnam War.

During August and September 1914, four hundred thousand French soldiers perished, and already by year’s end, the war had in all claimed two million lives on both sides.  The former chapel of the elite French military academy of Saint-Cyr systematically listed its dead for various wars, but for 1914 it offered only one brief entry: ‘The Class of 1914”—all of it.” (pp. 29-31)

Britain lost 1.75% of its pre-war population to military deaths alone, not to mention the hundreds of thousands maimed for life; Germany, 3%; France, 3.5%.  The Western Front of WWI would claim ten times as many lives as the Western Front of WWII, a statistic borne out by the somber lists of names that can be found in any parish church in Britain. Given that Europe in 1914 was the unquestioned leader of world civilization, and still the center of global Christianity, such trauma could not fail to reshape the course of world religion as well as politics, remaking the world order more comprehensively even than its more global successor, WWII, could do.  It is this cataclysmic shift, in all its varied manifestations, that Jenkins seeks to chronicle in The Great and Holy War.

This book is extraordinarily wide-ranging, even by the standards of Jenkins’ impressive oeuvre thus far, and is difficult to summarize neatly.  This is in part due to the sense one gets that Jenkins was working to a deadline (the centenary of World War One) and hence lacked the time to fully organize the immense array of material his research had assembled.  The book thus perhaps lacks at some points the clear focus and compelling readability that has characterized much of Jenkins’ other work, though it remains a fascinating read, and one hopes any such handicaps will not prevent readers from engaging with its remarkable insights and theses.

The title of the book declares Jenkins’ most remarkable thesis: that the Great War, what we often consider the pinnacle of cynical nationalistic realpolitik, was perceived at the time as a deeply religious conflict, indeed, a “holy war,” by all the combatants.  Such a thesis strikes deeply at the roots of much modern secularization theory, which sees the de-Christianization of Europe as a long gradual process set in motion by science, the Enlightenment, and modern industry, a process very far underway by the 20th century.  On the contrary, shows Jenkins, Europe in 1914 was still steeped in religion, perhaps as much as at any point in its history—mostly Christianity of course, but even freethinkers and secularists were more likely than not to follow strange alternative religions like Theosophy, and to dabble in the occult.  Against the traditional narrative, Jenkins concludes his book with a new theory of religious development that he calls “punctuated equilibrium,” echoing the leading current view in evolutionary science: long periods of relative stasis (such as 1815-1914) followed by short periods of cataclysmic change (such as 1914-1918).  Jenkins’ thesis undermines any claim to comfortable self-assurance on the part of the modern West that technological and political progress necessarily leads to a cool scientific rationality; on the contrary, the years of the Great War were a time of superstition, apocalypticism, and mass hysteria in all the combatant nations.

However, Jenkins’ thesis also strikes deeply at any comfortable self-assurance on the part of western Christians: we like to think that our religion has long been a force for peace in the world, or at worst, essentially disengaged from the secular rationality that drives global conflict; Islam, on the other hand, is a primitive and violent religion that seeks to discern the divine will in every historical incident and to pursue expansion by merciless jihad, or “holy war.”  Jenkins neatly inverts this narrative: “enlightened” western Christianity was responsible for some of the most shocking rhetoric of holy war that we can imagine, at a time when global Islam was diffuse and relatively passive and apolitical; the events of World War One, in fact, set in motion the radicalization of Islam and its current appetite for “holy war” thinking.  Read More


A Thoughtful Critique of Pacifism

Next week, I will be ending my break from my review of Doug Jones’s Dismissing Jesus , by turning my attention to his sixth chapter, “The Way of Enemy Love.”  Although Jones himself explicitly stops short of full-blown pacifism, many of his arguments in this chapter closely follow typical pacifist lines.  Indeed, he goes somewhat further than the classic Anabaptist, which disclaims violence on the part of Christians while accepting its legitimate and God-ordained place in the non-Christian state.  For Jones, the rejection of violence basically involves a rejection of the office of civil authority and its coercive tools.  Although obviously I think that Jones goes too far, it is hard not to be drawn to the rhetoric of peace.  No one wants to position themselves as a defender of violence, particularly in a society for whom the just war tradition has long been prostituted to a militaristic agenda.

A full response to Jones’s arguments in this chapter would require some very extensive wrestlings with the relevant biblical teachings and natural law principles on violence, peace, justice, and punishment.  Thankfully, my task in the next installment of my review  has been eased by the fact that my friend Andrew Fulford has already undertaken this task over the summer, with a seven-part series at The Calvinist International entitled “Was Jesus a Pacifist?”  I would highly commend it to you as a patient and thorough consideration of the principles and presuppositions at stake, including careful exegesis of the relevant New Testament texts.  I will have occasion to refer back to several of Fulford’s points in the course of my consideration of “The Way of Enemy Love” next week.  Part 1 of Fulford’s essay seeks to establish the multiple layers of context that must inform our reading of the Gospels.  Part 2 seeks to disentangle what we mean by “pacifism,” and the various distinct sorts of arguments and rationales that are often used to generate pacifistic conclusions.  Part 3 establishes the assumptions that the first Christians would have brought to Jesus’s teaching, as seen in the Old Testament and other New Testament writings.  Parts 4 and 5 work through specific elements of Christ’s teaching and practice that are often appealed to as demonstrating pacifism or condemning all uses of violence force.  Part 6 explores why, if Jesus did not teach pacifism, so many early church fathers did.  Finally, Part 7 sums up how the magisterial Protestant doctrine enables a coherent interpretation of the biblical teaching on peace, enemy love, and violence.

 


Recognizing Political Idolatry

If the human heart is a veritable factory of idols, as Calvin said, then it might be fair to say that theologians see themselves as the factory inspectors, called upon to discern and denounce idolatries wherever they may be found.  Sometimes, however, we are too content merely to take a superficial look at the packaging well after the product has entered widespread circulation, instead of venturing into the factory to see what’s really going on.  Or, to drop the belabored metaphor, sometimes we are overly tempted to identify an idol merely by certain external characteristics rather than by whether it actually rules our hearts as such.  This is a particular temptation in political theology, where critics on both left and right are eager to identify Christian idolatries of the state.  

The right will tell us that we can recognise idolatry by asking whether the state claims to provide goods which only God can provide.  The modern state, we are told, is an overgrown Leviathan, one that presents itself as the saviour from all evils, the solution to all ills, as our modern Messiah.  Whenever someone suggests then that the solution for an economic crisis lies in state intervention, or that state action might remedy economic injustice, or perhaps that the state should be involved in ensuring universal access to healthcare, up goes the cry, “Idolatry!”  God has fixed particular, extremely narrow boundaries to the legitimate intrusion of political authority, we are told, and to ask anything else from the government is to substitute it for God himself.   

Critics on the radical left have their own version of this rhetorical move, one on display frequently in the writings of William Cavanaugh.  For instance, in Migrations of the Holy, Cavanaugh says, 

“The problem, as MacIntyre notes, is that the nation-state presents itself as so much more, as the keeper of the common good and repository of sacred values, so that it demands sacrifice on its behalf. . . . In a bureaucratic order whose main function is to adjudicate struggles for power between various factions, a sense of unity is produced by the only means possible: sacrifice to false gods in war.  The nation-state may be understood theologically as a kind of parody of the church, meant to save us from division.”  

This particular statement of Cavanaugh’s concern is in fact fairly rhetorically restrained , but the suggestion here, voiced more vigorously elsewhere, is that we may readily discern the idolatry of the state in its call for people to lay down their lives for it, or, even more so, in its call for people to kill others for its sake.  In The Myth of Religious Violence, he thinks it quite significant to point out that very few modern Christians would be willing to kill for the sake of their church, but most would be quite willing to kill for the sake of their country.  Since human life is a good of infinite value, any entity which claims the right to take human life or require its sacrifice is demanding what only God can demand, and is thus idolatrous.

 

The most striking problem with both of these arguments (in their more simplistic forms, at any rate) is that, if they are true, then not merely we moderns, but the majority of the Christian tradition, can be indicted of idolatry.  Most Christian ethicists through the ages have felt quite able to justify, on clear theological and ethical grounds, both the taking of life by the state and the sacrifice of life in its defence.  They have also felt quite able, on clear theological and ethical grounds, to call for the Christian magistrate’s involvement in any number of areas of concern—not only military and judicial, but economic, social, and religious—as part of his protection of the common good and vindication of justice.  

No doubt, there are a great many ways in which modern politics might be indicted for idolatry, and to be sure, both of the arguments I have just summarized can be and have been offered in more sophisticated and compelling forms.  But if we wish to aptly identify the pathologies of modernity, we must go beyond facile claims that certain political actions in and of themselves necessarily constitute forms of idolatry, and must rather ask whether the fundamentally provisional character of these political actions is being maintained, or whether we have passed over into investing them with a significance and finality which no human action can bear (though certainly, part of this will involve attending to the kinds of actions that are being taken and called for).  On this point, O’Donovan’s remarks in chapter 3 of Resurrection and Moral Order are worth reflecting carefully upon:

“The opposition in Western theology between the City of God and the earthly city has enabled political thought to avoid theocratic conceptions of government, which, by claiming to express the rule of heaven on earth, must unify the earthly and the heavenly into a single totalitarian political claim.  Western theology starts from the assertion that the kingdoms of this world are not the kingdom of our God and of his Christ, not, at any rate, until God intervenes to make them so at the end.  If we ask why not, the answer must surely be that their judgments cannot reconcile the world; thus they can neither be perfectly true nor perfectly merciful.  Their sovereignty can be only a relative sovereignty; and the believer, who knows himself subject to the absolute sovereignty of God’s reconciling judgment, keeps his spiritual ‘space’ in relation to them, just as they keep a certain ‘space’ of their own in relation to the judgments of God.  This does not mean (as it has sometimes come to mean in degenerate forms of the tradition) that the secular state can be independent of God and his claims, or that the pious individual can cultivate a private existence without regard for the claims of his society.  It means simply that earthly politics, because they do not have to reconcile the world, may get on with the provisional task of bearing witness to God’s justice.  And it means that the individual, because he is not absorbed by the claims of his earthly community, can contribute to its good order that knowledge of man’s good which he learns from his heavenly calling.”


Identity Founded on Recrimination

As we come to the end of 2011, the year that marks a decade since the events of September 11th, a decade of war, polarization, and obsessive vengeance that still has no clear end in sight, this sombre reflection from Oliver O’Donovan which I came across this morning seems very appropriate:

“The practice of public commemoration which our Christian forebears left us was, in its way, a spiritually disciplined one.  Commemorations were built around mercies received from God, occasions of thanksgiving for deliverance.  So the two world wars were remembered on the exact anniversary of the signing of the armistice in 1918, a day of deliverance from war.  I can think of no precedent for solemn ceremonies to mark the very moment when an abomination was committed.  For times of grave affliction, when there was nothing concrete to be thankful for, the older practice prescribed public fasting, which ensured that the first response to crisis would be critical self-examination.  Our Christian forebears knew well enough that public acts fashioned identity.  They also knew, I think, that identities founded on recrimination were always in want of an emeny, and that to be in want of an enemy was to be sure of finding one.

Last week we did that unprecedented thing.  We seized on an abomination and made it a symbol of our posture in the world.  We committed ourselves to an alliance of power built on resentment of one isolated and — for all the horror of that moment — ineffective blow. . . an alliance [that] presented itself to the world in the guise of an injured victim demanding vengeance.  I find it hard to imagine where this illusory self-understanding will ever lead us, other than to deeds of great wickedness.”


C.S. Lewis, Just War, and the Locus of Authority

In a 1939 letter to the journal Theology, C.S. Lewis raises a very important, and too little discussed, question of just war theory: who is responsible to decide whether a war is just?  Too often, just war debates focus on the six traditional just war criteria, whether they are sufficient, and whether they have been fulfilled in a particular case.  But Lewis objects, “It is plain that equally sincere people can differ to any extent and argue for ever as to whether a proposed war fulfils these conditions or not.  The practical question, therefore, which faces us is one of authority.  Who has the duty of deciding when the conditions are fulfilled and the right of enforcing his decision?”  To this, Lewis offers a very interesting and uncomfortable answer.  To be sure, he grants from the start, no subject must obey a decision that he knows to be wrong and unjust; indeed, he must not obey.  But just how responsible is he to determine whether it is wrong or unjust?  Lewis is inclined to think that the ordinary citizen has, in fact, relatively little responsibility on this front.

He uses the analogy of a hangman.  Assuming that a Christian may legitimately be a hangman, we will of course say that

“he must not hang a man whom he knows to be innocent.  But will anyone interpret this to mean that the hangman has the same duty of investigating the prisoner’s guilt which the judge has?  If so, no executive can work and no Christian state is possible; which is absurd.  I conclude that the hangman has done his duty if he has done his share of the general duty, resting upon all citizens alike, to ensure, so far as in him lies, that we have an honest judicial system; if, in spite of this, and unknowingly, he hangs an innocent man, then a sin has been committed, but not by him.  This analogy suggests to me that it must be absurd to give to the private citizen the same right and duty of deciding the justice of a given war which rests on governments; and I submit that the rules for determine what wars are just were originally rules for the guidance of pinces, not subjects.  This does not mean that private persons must obey governments commanding them to do what they know is sin but perhaps it does mean (I write it with some reluctance) that the ultimate decision as to what the situation at a given moment is in the highly complex field of international affiars is one which must be delegated.” 

One can certainly feel the force of Lewis’s argument here.  To generalize it, surely we must acknowledge that the subject’s duty of determining the justice of laws to obey is not as thorough and comprehensive as the lawmaker’s duty of determining the justice of laws to enact.  Otherwise, every citizen would be his own lawmaker and there would be no authority.  And of course, this objection is not simply to protect authority, but to protect the subject from the awful, paralyzing weight of responsibility that he should have if he must thoroughly sift every judgment made by his leaders before going along with it.  If I should be guilty of sin every time I obey a law that should not, on the whole, have been made, then this would be a heavy burden indeed on every conscience, and an intolerable demand on each citizen’s time, since he must be forever researching the pros and cons of every decision.  

What Lewis draws our attention to here is perhaps the crucial, but often-neglected, dimension of authority–epistemological authority.  Although, within a suitably circumscribed sphere, authorities can make right what might otherwise be wrong, or make wrong what might otherwise be right, more importantly their job is to help decide for us what is right, in a situation where this determination is complex and very difficult to come by.  Submission to authority means, therefore, a willingness to suspend judgment, to defer to another’s conclusion, even if one cannot see all the reasons for it, even if, indeed, it may seem thoroughly unpersuasive at first glance.  Otherwise, again, we put unbearable burdens on each conscience, and reneder impossible any kind of collective action.  

 This much I think we must grant, despite our hesitation; to be sure, we must leave room for conscientious objection, for open debate questioning the law and the authorities, and yet these must be the exception, rather than the rule–most citizens, most of the time, will be justified in obeying political authorities without investigating all the ins and the outs.  But I expect we are likely to be far more hesitant about this principle when it comes to war, especially in a generation scarred by the invasions of Iraq and Afghanistan.  

 

But can we offer a rational defence of this hesitance, without demanding that every hangman be a judge?  Well, yes, I think.  There are a couple routes.  First of all, while adopting as a general principle that ordinary citizens do not have the same responsibility to determine the justice of political decisions as authorities do, we might well want to say that their responsibility is raised as the stakes are raised.  In ordinary mundane decisions, we can generally assume that the authorities are making reasonable calls and that we needn’t second-guess these decisions.  In life-or-death decisions, such as capital punishment, then, although we needn’t put ourselves in the position of the judge and the jury, we may want to prick up our ears and be especially attentive to make sure that justice is being done, and be ready to speak out if there are anomalies that suggest it is not.  In decisions involving the life and death of tens of thousands of people, and of whole nations, then we should be far more attentive, far more questioning.  As a people, we do incur a certain degree of guilt if so much blood is shed wrongly, and so we ought to be diligent in demanding a clear explanation of a just rationale for war.  We don’t demand to know every detail, but we can and should ask for a coherent account, and if one is lacking, we should suspect that something rotten is afoot.  

But there is perhaps a more basic problem with the hangman example.  For the closest analogue of the hangman in a time of war is not the ordinary citizen, but the soldier.  Like the hangman, the soldier has signed up for the job of doing the dirty work.  He has in a very special way submitted his own judgment to that of his commanders; the justice system cannot work if the executioner is forever demanding to see all the evidence, and the military system cannot work if the soldiers are forever cross-examining every deployment order.  I would suggest that, although they have a serious responsibility to determine the justice of the system they choose to serve before they sign on the job, once they have so signed on, the hangman and the soldier have in fact less responsibility to determine the justice of orders than ordinary citizens.  In a controversial court case involving the death penalty, I would suggest, ordinary citizens have more duty to be protesting what they see as an unjust decision than does the hangman.  So, when a war is undertaken, soldiers may have to stay silent when those on the home front raise foreceful objections.  I would suggest that we have to give a more complex account of vocation, then, than Lewis’s simple citizen/leader dichotomy.  Lewis asks, for instance, 

“What is the alternative?  That individuals ignorant of history and strategy should decide for themselves whether condition 6 (‘a considerable probability of winning’) is, or is not, fulfilled? — or that every citizen, neglecting his own vocation and not weighing his capacity, is to become an expert on all the relevant, and often technical, problems?”  

Well no, that’s not the only alternative.  We are to weigh our vocations.  And some private citizens have a particular vocation to ask questions of those in power, to investigate the truth of their claims, to weigh the consistency of their rhetoric and to sift expert opinions?  Journalists, for instance, ought to have a crucial vocation within a modern society to inform the citizenry and to ask questions of those in power.  So when it comes to the possibility of war, the stakes are high enough that we should ask questions, and some will have the vocation to do a lot of cross-examination.  Perhaps Lewis is right and our default, if we live in a generally just society, should be to trust our leaders, but if this cross-examination uncovers evidence that contradicts what our leaders have told us, then we should not.

 

If we cannot be discerning and critical at this point, before the shots have been fired, before loved ones have been killed and we’ve been hardened by the ubiquity of death, before the fog of war has engulfed us, then when will be critical.  Lewis, like Paul Ramsey, operates under the assumption that ius in bello should be much easier to discern, and much easier for Christians to witness consistently to, than ius ad bellum: 

“a clear Christian witness might be attained in a different way. If all Christians consented to bear arms at the command of the magistrate, and if all, after that, refused to obey anti-Christian orders, should we not get a clear issue?  A man is much more certain that he ought not to murder prisoners or bomb civilians than he ever can be about the justice of a war.  It is perhaps here that ‘conscientious objection’ ought to begin.”

 

The problem is that history, above all the six years of history that followed Lewis’s writing of this letter, simply does not bear out this rosy optimism.  On the contrary, it seems generally to have been much easier for governments to convince their people that a war is being fought justly than that a war is being entered into justly.  Civilian deaths can always be covered up, or else dismissed as accidents.  Or perhaps a people, sufficiently hardened by war, can be brought to the point where they just don’t seem to care, as was the case by 1945, when the US and UK engaged in airborne atrocities on a scale that almost defies imagination.  If we are to be vigilant witnesses against the injustice of war, we must start by doing so when a war is first proposed, not after it is well underway.  Otherwise, if we start by simply trusting that the authorities know what they’re doing, then it’s almost certain that once we’re in the heat of conflict, when the alternative can be portrayed as treason, we will continue so trusting them, no matter what they command us to do.
